Adelante Healthcare Overview

Adelante Healthcare (AHC) is a network of nine Federally Qualified Health Centers located in the Phoenix Metropolitan area. Established in the 1980s, the organization initially aimed to provide quality healthcare to underserved communities, particularly migrant farm workers. Over time, the importance of strategic planning has grown in healthcare, as highlighted by Michelson (2022), who noted that planning equips organizations to handle future uncertainties. This process involves several key components: a mission statement, vision, core values, SMART goals, timelines, a communication plan, and an action plan.

Adelante’s mission is “Healthy people, sustained by healthy communities” (Adelante Healthcare, 2022). Complementing this, their vision is to provide accessible, sustainable, and affordable healthcare. The organization operates under core values that emphasize compassion, excellence, integrity, learning, respect, and sustainability. A few standout elements in their strategic plan include annual themes, such as the “2021: Rebuild Business and Community Development Infrastructure” initiative. The strategic plan also contains 5-year and 10-year timelines, each highlighting essential goals for Adelante’s future.

The plan is structured around four pillars: delivering exceptional patient care, fostering a positive workplace culture, providing accessible services, and promoting health equity. AHC aims to improve its infrastructure in the short term, expand its community impact, and acquire more net assets in the medium term. By year 10, Adelante envisions leading a healthcare model that adapts to the needs of their expanding communities.

Validity of Data and Analytical Strategies

In evaluating the effectiveness of a strategic plan, it is essential to measure how well objectives align with the strategies to achieve them. Adelante has developed key performance indicators (KPIs) based on data from sources such as electronic health records (EHRs), billing reports, and patient satisfaction surveys. As part of their 5-year plan, they aim to become a locally recognized integrated health services organization by expanding into new markets and increasing revenue by $114 million. Their patient base is also expected to grow to 112,000. These goals were established after thorough analysis of financial and demographic data.

Adelante will evaluate its performance annually using these same data sources to measure progress. The organization’s ability to regularly assess its resource use and performance is critical to ensuring the strategic plan stays on track (Contributor, 2020).

Stakeholder Input

Convincing stakeholders of the value of a strategic plan requires effective communication, particularly when presenting data and expected outcomes. Key stakeholders at Adelante include board members, many of whom are patients, as well as the Executive Leadership Team (ELT). In 2021, the ELT worked with the board over a two-day retreat to outline their short- and long-term goals, focusing on patient benefits as a means of gaining approval. This collaborative approach, supported by data and a clear plan, helped secure stakeholder buy-in.

Research indicates that to successfully influence stakeholders, presentations should address the value of the proposal, timelines, return on investment (ROI), and the expected personal or organizational impact (Michelson, 2022). Adelante’s leadership has demonstrated an understanding of these principles, ensuring that their strategic plan aligns with both business outcomes and patient care objectives.

Balanced Scorecard

A balanced scorecard (BSC) allows an organization to track KPIs across various domains, ensuring alignment with its strategic goals. Adelante’s BSC focuses on four key areas: financial, wellness, people, and patients. These correspond to foundational BSC domains such as finance, internal processes, customers, and growth. The top KPI for each domain receives primary focus, and resources are allocated equally across domains to maintain balance.

For Adelante, the financial goal is to become a locally recognized health services provider, with a revenue target of $114 million. In the wellness domain, the focus is on outcomes measured by the Uniform Data System (UDS). For the people domain, Adelante aims to maintain an employee retention rate above 88%. Lastly, the patient domain emphasizes retention and satisfaction, aiming for an 80% recommendation rate.

However, there is a risk that the emphasis on patient care may overshadow the people domain, potentially leading to an unbalanced scorecard. To mitigate this, it is recommended that the ELT conducts regular evaluations to ensure that the strategic plan stays aligned with all organizational goals.
